How to Create an Article?
First,you should (or have to) read New Page Policies. (Maybe you have read it.)
Second, go to Scratch_Wiki:Create an article and put page name.
You have to use Wiki formatting, but don't worry. You can learn in Scratch Wiki:Cheatsheet.

I saw Getting inspiration. That article is a bit wrong. First, "you" should not be used in articles. Second, you can't make articles Not Related to Scratch. Thank you for reading.
Tip: If you want to create a new article, you can make about Scratch 3.0. It's easy.

About the article you’re writing
Hi there, I saw you’re making the page Major Changes in Scratch 3.0! That’s great - everyone loves new articles. However, that particular article seems very similar to Scratch 3.0, so it’ll most likely be deleted as a duplicate. The content looks like it could be merged into Scratch 3.0, though, maybe as a new section? It’s up to you.
