The Play Drum () for () Beats block is a sound block and a stack block. The block will play the specified instrument for the specified number of seconds using a MIDI percussion instrument.
The block was removed and replaced with the Play Drum () for () Beats block in Scratch 2.0 for unknown reasons, but was most likely done due to Flash's lack of MIDI support.
